The Sudanese Liberal Party leads; With this document; To all citizens of Darfur; Then to the Sudanese citizens; As a humble contribution from him; In providing practical solutions and programs; To get out of the clutches of the political, social and environmental crisis gripping the Darfur region; And the threat to its citizens, resources and future.

This crisis, which has led to endless suffering for the simple citizens of the region; It gets complicated and worsens before our eyes. It almost amounts to a complete human tragedy. The borders of comprehensive civil war are approaching; In light of the clear and complete inability of the main Sudanese political forces to deal positively with it; And finding realistic, just and radical solutions to them.

As our party advances this vision of the crisis in Darfur; And the prospects for solving it; He does not claim to be the final word on the crisis; He does not claim supernatural powers to facilitate his exit from it. At the same time, our party is fully aware; He has neither influence nor size at the present time; In the Darfur region or throughout Sudan; This qualifies him to be a major player in the political conflict taking place there.

However; Our party advances this vision; Some of the national effort; Which can be completed with other contributions; And he blends in with it; In order to create a constructive dialogue between the Darfurian and national political and civil forces seeking to resolve the crisis; Initiating specific steps to stop the armed conflict in the region; Initiating an urgent program for first aid and reconstruction there; Reaching long-term strategic planning;  Based on short, medium and long-term plans and programs; Which leads to a just solution to the political-environmental-social crisis in that region.

Our party here declares its full readiness; For coordination, cooperation and joint work; With all civil, civil and political elements and forces; Which calls for and works for a peaceful solution to the armed conflict in Darfur; And stop the waterfalls of blood flowing there; And restore the social structure of the people of the region. On the basis of respect for the rights, interests, dignity and cultures of all residents of the region; Their right to development, growth, self-government, and fair participation in the management of the affairs of the entire country.

Historical-theoretical background of the party’s position on the conflict in Darfur

Our party has followed the unfolding crisis in Darfur since its founding at the beginning of last year. He paid great attention to it; This was represented in the various statements issued by the party regarding the conflict. The governing principles of the Liberal Party’s program to resolve the crisis in Darfur

In order to present a realistic, practical and principled program to resolve the crisis in Darfur; The Sudanese Liberal Party relies on a set of governing principles: They are as follows:

  1. Viewing the conflict in Darfur as a struggle over scarce resources; As a result of the environmental crisis and economic backwardness of the region; Which the various central governments contributed to deepening it, but did not implement any programs to reduce it.

  2. Rejecting the military path to resolve the crisis in Darfur; Especially the path of tribal warfare and ethnic entrenchment. Calling for a peaceful solution to the conflict; In line with the interests of all citizens in Darfur; In a way that maintains social peace there.

  3. Calling for the unity of the people of Darfur; Resolving conflicts peacefully among themselves; Which is fueled by parties outside Darfur; In order to save and rebuild the region.

  4. Calling for a solution to the crisis in Darfur by addressing its fundamental roots; Represented by the state of economic backwardness, weak resources, lack of infrastructure, and exclusion from local and central authority. This is linked to changing all social and political relations in Sudan. In a civil and democratic direction, aiming to enhance the rights and interests of the citizen and simplify the decentralization of state authority.

  5. Work to ensure that the solution includes developing the region’s resources; And ensuring its fair share in the general budget and in the central authority; Strengthening and empowering citizens in Darfur; Increasing their incentive to produce, save and invest; Encouraging monetary relations and market economies in the region and throughout Sudan.

  6. Solving the crisis in Darfur is linked to resolving the Sudanese crisis in general. This is conditional upon the implementation of measures leading to the liquidation of the current existing regime. And restore freedoms, constitutional institutions, basic rights and social peace throughout Sudan.

The urgent program to stop the war and aid Darfur

In order to stop the devastating war in the Darfur region; Addressing the human tragedy of displaced people, refugees and displaced people; The Sudanese Liberal Party calls for a package of urgent measures:

  1. Calling all sons and daughters of Darfur; To heal their wounds, deepen the culture of peace, and restore good social relations between the various people and groups of Darfur; And that the various Darfur elements, personalities, and forces engage in direct dialogue with each other immediately. To avoid the catastrophe of a comprehensive civil war in the region.

  2. A comprehensive and immediate ceasefire in all areas of Darfur; The various parties adhered to previous ceasefire agreements; The commitment of the various armed forces to their camps; Whether it is the regular army forces or its affiliated forces and militias; Or the armed opposition forces and their affiliated militias.

  3. Deploying trained and experienced regional forces to monitor the ceasefire; Sent by various African Union countries; It is funded and supervised by the United Nations.

  4. Accelerating the implementation of relief programs for internal and external refugees in Darfur; delivering food, medicine and water to them; This is to prevent outbreaks of epidemics, diseases and death recorded in refugee camps.

  5. Encouraging the return of refugees and migrants to their villages and regions; This is under guarantees from all armed forces. Under the supervision of the African Observation Forces; Providing the basics of living there; From rehabilitating water wells and providing grains, seeds and medicines in those villages and areas; Through the central government and the support of the global community.

  6. Compensating citizens affected by the war in Darfur; Financial compensation paid by the Sudanese central government; According to the blood money and compensation system applicable in the region’s heritage.

  7. Formation of the National Committee for Darfur Ambulance; Which consists of representatives of various political, social and civil forces in the region; It operates under international supervision; Which has its branches in various regions of Darfur; It supervises programs for the return, settlement and compensation of migrants.

The medium-term program to resolve the political crisis in Darfur

In order to resolve the political crisis in Darfur; We call for the following:

  1. Holding a national conference to resolve the crisis in Darfur; In which the armed parties to the conflict participate; Tribal and civil leaders; Civil society organizations in Darfur and all of Sudan; And all Sudanese political parties; In order to reach a political and peaceful solution to the conflict.

  2. The National Conference is based in the city of El Fasher. This is under the regional and international auspices of the African Union and the United Nations. Decisions are taken unanimously and consensually. Its decisions are binding on everyone.

  3. Dissolving all militias and armed organizations in Darfur; And absorbing those who wish to join the Sudanese Armed Forces and other regular forces; This is after their disarmament and rehabilitation.

  4. Hold accountable and prosecute all those involved in crimes against citizens in Darfur; Especially crimes against civilians; Forming a committee to search for and document the facts; Anyone who confesses to his crimes and reveals all their details is exempted from criminal responsibility. Similar to the truth commission in South Africa.

  5. Redrawing the borders of the Darfur region; In order to restore the northern part of the region to it; Which was cut off and added to the northern region; By the Salvation Government.

  6. Abolish the current division of the Darfur region; Unifying the Darfur region within its ancient borders; Returning to the previous administrative division of Sudan; This is in the form of seven main regions: They are: the northern, eastern, central, Kordofan, Darfur, southern region, and Khartoum District.

  7. Leaving the issue of administrative and local divisions within the regions to the parliaments and governments of the regions concerned. The party supports the creation of an administrative division in Darfur that takes into account the historical heritage of the tribal lands in the region.

  8. Forming a local government in Darfur that reflects the various political and social forces in the region. The region is also represented in a proportion similar to its population in the central government. Including the sovereign and strategic ministries; This remains in effect within a transitional period not exceeding three years. Until the first free regional and national elections in Sudan.

  9. Adopting a decentralized federal system of government in Sudan; And it should be established under a democratic system throughout the country. It is accomplished by liquidating the existing regime; As one of the insurmountable obstacles to solving Sudan’s problems; This is according to a national constitutional conference in which Sudanese political and social forces participate and under international supervision and monitoring.

  10. The presidency of the state in Sudan is established on the basis of a federal presidency council. Its presidency is rotating and changes every year among representatives of different regions.

The strategic program for the reconstruction and renaissance of Darfur

The Sudanese Liberal Party adopts the following strategic program for the reconstruction and ensuring the renaissance of Darfur: He is committed to calling for it and working for it in all local, regional and international forums related to the issue of Darfur and its citizens:

  1. Formulating a national project to confront environmental deterioration in Darfur; Establishing a national center for environmental studies based in Darfur; Rehabilitating the institutions supervising this confrontation and establishing new ones. And provide all resources to it.

  2. Allocating a balanced percentage of the public treasury to the region’s budget commensurate with the population and the region’s contribution to national income. Allocating 50% of the oil revenues extracted in the region for the benefit of the region.

  3. Paying attention to providing water in different regions of the region; This is done by constructing dams, excavations, and water catchments. This saves the huge water waste in the region. This is due to the presence of large water resources in central and southern Darfur.

  4. Establishing and supporting central and regional investment in building and rehabilitating infrastructure in the region; From building roads, bridges, power stations, communications, etc.; And attracting foreign support to help finance these projects.

  5. Completing the western road; Holding accountable anyone involved in corruption at all stages of project planning and implementation; The project will be financed through the central government and foreign support.

  6. Reaching agreements sponsored by the state and civil society institutions between different tribes; It is based on ensuring ownership of the land for its owners; And allowing their use according to favorable terms for both sides - pastoralist and nomadic tribes.

  7. Solving the land problem in Darfur; Which leads to the confirmation of documented ownership of the land and the transition from the tribal ownership system to more accurate and economically feasible systems.

  8. Interest in settling nomadic herders; By providing water and basic services in their areas; The state encourages transformative and craft economic activities related to fodder production and food industries in their regions.

  9. Supporting the economic activities of the region’s farmers; Destined for commercial production; By providing soft loans to purchase production inputs, machines and technologies.

  10. Facilitating and encouraging investment in the Darfur region; This is done by reducing or eliminating taxes on investors in specific productive sectors. Encouraging the absorption of surplus labor by various production and service projects in the region.

  11. Paying attention to the model projects undertaken to develop the region; Such as the Jebel Marra project and the West Savannah development project. Gradually transferring it to the management and ownership of the citizens of the region. Which contributes to its entry into the arena of monetary economic activity.

  12. Building free trade zones in the region and on the borders with different countries; This includes the establishment of the Northern Free Zone (on the border with Libya); the Central Free Zone (in El Geneina, Chad); the Southern Free Zone (on the border with Central Africa); And persuade neighboring countries to engage in it.

  13. Paying attention to health and veterinary services and motivating workers in the region. Developing education in the region and establishing agricultural colleges specialized in animal production, environmental studies, and other studies important for the development of the region’s economies.

  14. Supporting civil society organizations working in the fields of environmental protection, education, peace culture, developing resources, training citizens, raising their capabilities, and strengthening and empowering women in Darfur.
