Concerns of war and peace in Sudan
Saleh Musa Al-Sulaimi
Quoted by our colleague Sudanile
Waiting for the coming peace, the Sudanese people stood for a long time, until some vomited from the long wait, others’ feet bled, they breathed huge sighs of relief, and masses of hot air filled their chests without speaking, their bodies became bare, and their palms peeled, waiting for that unknown coming, with its concerns and challenges facing the first two main sides of the equation, which are the Popular Movement and the Sudanese government. Algebra scholars say that what is right to be called an equation is the constants and variables that, if subtracted from Some of them are equal to zero. The twenty years of war have injected Sudanese political life with the seeds of tension, suspicion, distrust, and hidden agendas, which has made the political stage a home for widespread suspicion and a field for the breeding of obsessions to the point that it is difficult to sweep away these stains that have stuck in the minds of politicians and citizens in Sudan, knowing that (every Sudanese citizen is necessarily a politician), so as not to stray too far from the course of the article, which emphasizes one fact, and starts from a basic assumption, which says that the concerns of peace are The government and the SPLM continued to delay the announcement of the signing of the peace agreement until the picture began to look like someone walking one step forward and another backward, if not one step forward and two steps back. So what are these concerns and challenges?
Perhaps one of the most serious concerns and challenges facing the popular movement led by Dr. John Garang represents the transformation from a military revolutionary movement. The eradication of the other represents an original approach in its strategy. The eradication here is not necessarily based on the logic of healing and extermination as much as it is the approach of the revolution that disavows itself from coexistence with the old, which is a basic goal of its goals. Transforming into a political organization that has its own approach to dealing with issues of peace, war, development, communications technology, foreign relations, the development of human society, and the concept of the philosophy of advocacy rather than measures... Can we say that this determinant made the popular movement advance one man towards signing and slow down the other?
The popular movement is also relentlessly pursued by the triad of cohesion - continuity - development. The concept here focuses on the fundamental question of the movement’s capabilities and its ability to continue presenting an ambitious project that meets the aspirations of its supporters and advocates and is able to withstand the challenges of reality that consists of open political action in an open political milieu, the inevitable result of which are open possibilities for all outcomes.
Many believe that the long, arduous negotiation journey calls into question what is known as good intentions... Are there good intentions in political action? The two sides of the negotiation equation, and for a short time, had a period of mourning between them, as well as the reality of the failed reconciliation experiments led by Riek Machar and Lam Akol, which placed in the souls of the movement’s membership a certain doubt planted deep within them, starting with Dr. John Garang To my young friend John Mal Katkos, despite the visit of the delegation of the martyrs’ families to the headquarters of the negotiations in support of the coming peace, the concern here and the challenge is the necessity of forgetting the wounds of the past and the sorrows of the accursed war and the columns of martyrs, the missing, the poor and the needy, and building peace out of mercy for the victims of war in general.
On the other hand, some observers believe that the Popular Movement enjoyed external political, moral, and material support as a national liberation movement, which enabled it to establish representations in Europe, America, and Africa, which are more like embassies in the case of independent countries. The concern here and the challenge says that this support will stop when the movement turns into a political party calling for national unity, and competing with other political parties with long experience in the field of nomination, election, and conspiracy in the face of a movement that is in the throes of a transformation from military to political that leads Columns of armies seek to civilize them and integrate them into public life, which makes Dr. John Garang wakes up from his sleep terrified in the dead of the night, searching for lost solutions.
Analysts also believe that when the agreement is signed, the Popular Movement must conquer itself in an exclusive space consisting of the percentages of 3% ministers and government officials, 25% politicians, and this is the political organization of the movement, including a political office, leaders and executives, and 10% employees in the various districts of the state, while 68% remain supporters and partisans, and the movement will have no specific obligation towards them other than seeking to provide them with decent livelihoods within the framework of the development process, just like the general public. The concern is The challenge here is: Is there the possibility of achieving development and development immediately, enough for these people to suffer from the evil of oppression, and for the movement to suffice for the evil of rebellion and division, as happened to the Grand Umma Party?
In addition to this is the difficulty of psychological consistency with the demands of peace, and this relates to the ceilings that the movement imposed on its supporters, whether this was by the doctor’s planning or through the Zanzibari, Andalusian and Mandakurian women, his aides and those in charge of his armies, who have been dreaming for twenty years of a homeland without Mandokoro. The concern here lies in the necessity of satisfaction and consistency - psychologically, culturally and socially - with a new situation in which the dream of the designated homeland is transformed into a homeland for all and willingly. Everyone.
The concerns of peace and war were not limited to the Popular Movement, and the Sudanese government was not immune from them. It (the government) lives with the same reward, and its blood boils like a cauldron, and with the same concerns, challenges and suspicions, it thus advances one man and delays the other for fear of the entitlements of peace that are before it, which are that it must, with its current formation and the leadership of the National Congress, abdicate from absolute power to a fragmented sultan, as the Popular Movement demands approximately 30%. Of the Sultan and the Scepter, a concession that represents the first stop on a journey to dismantle the theory of holding power. So, it is a concession that indicates the abandonment of a significant amount of wealth, plunder, and plunder. The concern here is related to the loss of the same percentage of the National Congress from the decision-making circle, which in its best manifestations is considered a project to mobilize supporters and advocates.
Perhaps observers did not exclude the government from the challenge of interacting with the newcomers, as this (the Popular Movement) carries with it a huge amount of perceptions, agendas, trials and longings, the least of which is what is known as the New Sudan Project, which means, among other things, a Sudan of unity, democracy and peace. The concern here is justified, as the transformation in this way carries a number of fears that make the government resemble the saying of the saying, “And measure your foot before stepping into its place.” Wasn't the government right if it introduced one man and delayed another?
True peace also means dismantling the political rescue system that began on 6/30/1989 and replacing it with another system with different components, the dominant characteristic of which is a state of equality that will not allow one political organization or system to gain the upper hand over another except to the extent it has acquired the capabilities and luck of the support of the masses. Many who see in the parties that were born under the authority and prestige of the Sultan see that they are unable to confront the realities of societal awareness that embody the aspirations of the masses. Rooted in the depths of open political practice, the concern here is real and related to the loss of power, even if it is in favor of objective deliberation in a multi-ethnic and multi-cultural society.
The process of redrawing Sudan's overall goals for the benefit of those whose feet have been bloodied in the north, south, Ingassana, Abyei, the Nuba Mountains and the center remains in anticipation of this coming. Therefore, this will not be for the benefit of anyone, nor will it be a codification of one will that rises above all, for the obsession lies behind this dazzling fact.
Finally, a final message remains, which says that peace is one of the most beautiful names of God, and He is the one who says (Peace is the believer, the dominant, the mighty, the Creator, the Creator, the Former). Peace is above all these concerns, regardless of its connection to temporal authority, its fleeting plunders, and its mortal manifestations, for a life in which the Qur’an says, valuing dialogue with the best (And argue with them in a way that is best, and behold, between him and you there is enmity as if he A close friend), following Christ, it came (If your brother slaps you on one cheek, turn away the other) or what it means. And with the arrival of peace, the land opens up and brings out its adornments. We produce foam and lentils, and every orchard grows and yields abundantly. The map of agricultural production is amazing in diversity: wheat, Egyptian beans, and legumes in the north, sugar cane and cotton in the middle, and fruits, coffee, bananas, fay, and papaya in the south, beans, sesame, and hibiscus. Cowpeas and livestock in the West, not to mention oil, the Nile, the descendant of Paradis, vast, non-independent lands, and this is not limited to them.
